Kids, I was really hoping that your last honcho would have schooled you in baseline-nominal progress reports. You don't want me to come see how you're doing, I don't want to come see how you're doing, so this is why you tell me things, children. Even if you have made absolutely no progress.

"Agent Thane, we stopped by the Doctor's house and inquired as to his whereabouts from your freakish doppelganger, but he was unable or unwilling to give up any information."

Or maybe,

"Agent Thane, we've been reviewing the CCTV across the city for signs of the Doctor, but he hasn't been seen at any of the monitored streets or intersections."

Or even,

"Agent Thane, we're really very sorry that our door-to-door investigation hasn't produced any reliable information, but we did get this very nice scent hound and one of the Doctor's old shoes!"

Something like this. I'll be expecting one.

Agent Thane, I'm afraid we don't have the location of the Doctor's house, or regular contact with any of his acquaintances outside of Torchwood. He hasn't been on the journals since the attack on the Main Gauche, which is unusual for him, to be honest - I hate to suggest it, but Romana Angelos did send an assassin after him that night. He or she might have found him.

That said, I have been scanning CCTV, but if he's around, he's not showing up on any of it. CCTV in this city is spotty, and it's really more chance than anything that he'd show up on any of it, but we'll obviously continue monitoring it.

Something tells me he's not dead. Unless he's mastered the art of posting to the journal network (http://thatsortofaman.livejournal.com/10858.html) from the great beyond.
